The Ministry of Labour and Employment (MoLE) is the nodal agency and responsible for planning, policy formulation and implementation at the national level. It spearheads the initiative, while maintaining the national oversight over the activities and outcomes of the initiative.
An empowered committee called as “Project Steering Committee (PSC)” constituted under the Chairmanship of Secretary, (L&E) and Co-chaired by Secretary, MEITY along with members from different departments/ministries of central government would be responsible for project coordination between all stakeholders viz. EPFO, ESIC, NPCI, UIDAI, NIC and other ministries/departments already dealing with various schemes such as MGNREGA, PDS, State labour organisations etc. The PSC will further supervise the implementation of NDUW by considering and help in resolving inter departmental / ministerial issues.
NIC is the project executing agency for NDUW project and acting as technology partner to help MoLE for designing & development, setting up IT infrastructure on NIC cloud, project implementation of NDUW on turnkey basis. NIC is providing the overall ICT solution for this project.
The State / UT Governments would be the primary feeders and users of the NDUW platform. State / UT Governments will be responsible for implementation of NDUW in their respective State. Activities ranging from identification, registration, worker mobilization would be undertaken within the jurisdictional ambit of the State government. State / UT Governments would sensitize the UWs about the benefits of registration in NDUW.
Ministries / Departments of the Central Government would be also the feeders of the NDUW portal for the Unorganised workers monitored by them. Bulk identification and registration of Unorganised workers would be undertaken within their jurisdictional in close coordination with the Ministry and NIC.
Workers Facilitation Centre working under State / UT Governments would also be the feeders of the NDUW portal to register the unorganised workers.
NDUW, as envisaged, would become a national platform to provide access to Unorganised Workers for getting social security schemes and benefit in future as per Code on Social Security, 2020.
UIDAI is the crucial partner of the project. It will enable MoLE to authenticate the UWs through Aadhaar and share key information with the NDUW Portal for completing Aadhaar based registration process and other relative help as needed from time to time.
NPCI will provide API for online validation of bank account of UWs and seeding of Aadhaar with bank accounts through NDUW Portal.
ESIC and EPFO will also be stakeholders of the portal and linked through UAN as the portal requires to check the membership of UWs with ESIC and EPFO which will be helpful in determining the status of worker as organised or unorganised. It would further identify the movement of workers from unorganised sector to organised sector and vice-versa.
CSC-SPV is an entity of the MeitY, is delivering various services under Digital India Mission across the country through its country wide network of over 3.50 lakhs centers. CSC-SPV is working as enrolment agency for the PM-SYM and NPS-Traders Schemes. Besides state Governments, CSC-SPV will also work as enrollment agency for the NDUW project.
There are about 1.55 lakh Post offices working under Department of Posts and they are already providing Aadhaar based services across India. They will also work as enrollment agency on the lines of CSC-SPV.
Ministry will explore the possibility of onboarding of private sector partners such as employers of unorganised workers, Gig and Platform aggregators, milk unions, co-operatives for outreaching the registration of unorganised workers working with them. The open APIs shall also be published for extensive use of the private sectors. Data sharing if any, shall be done as per the data sharing policy of the Ministry or GoI.
